He isn't trying to change the policies. WP:CITE and WP:RS are current
policies - it's the people that want to relax those policies that are
trying the change policies. Perhaps they should fork?
There is a world of difference between "Citing things is good" and
"Good articles should have citations and references" on the one hand,
and "Citing things is mandatory" and "Articles without citations and
references will be deleted" on the other.
Making an emphasis on it as a best practice is fine.
