That's a pretty negative view of policies and guidelines, which I'm
not sure I agree with. It can certainly happen that two guidelines
give conflicting advice for a given situation. That doesn't mean the
two guidelines are wrong, it means that life is complicated. However,
if you find two guidelines that are always in contradiction (and I
don't mean two principles that exist in dynamic equilibrium like
"build the web" versus "only make links that are relevant to the
context"), please point them out.
