Because Wikipedia has no space requirements. We have plenty of room to
include all webcomics. To choose to include some, but not others, would
allow us to make a statement about what is worthwhile and what isn't. It
would violate NPOV. Further, the only people who are going to come

article in the encyclopedia provides useful information to those people,

By my logic all people are notable, yes.

Notability is different from verifiability (and no original research), and
in any case non-famous (living) people have a legal right to privacy. So if
you can find public, verifiable information about me or Justin in
respectable secondary sources, I personally think it should be included in
Wikipedia.
