I think this is an excellent idea. Part of the reason that cases last
so long has to be that there are no time constraints whatsoever on any
part of the process. Good [[case management]] is all about making sure
that participants keep the ball moving and don't let things stagnate,
and while the actual length of time can be debated, I would certainly
support a time limit on the evidence period.
Now we have the situation where some admins will take
anything with
the possibility of an appearance of impropriety to WP:ANI or WP:AN,
which although it has the best chance of preventing wheel-wars, edit
wars, and divisiveness, also makes the process glacially slow and
prone to stalemate. Other admins will only be seen on WP:ANI when
there is enough outcry as to their unilateral applications of deletes
and blocks.
There's much wailing and gnashing of teeth about the admin IRC
channel, but really it's a very useful venue for admins to quickly get
advice from other admins on how to handle situations and judge the
mood on particular actions. It's particularly useful for new admins to
learn from the experience of more seasoned hands.
