RfAs aren't reasonable arenas for policy decisions. And I don't see many (if
any) people arguing against NOP on NOP's talk page.
Because NOP is (at the moment) a good policy: "Open or anonymising
proxies may be blocked from editing for any period at any time. While
this may affect legitimate users, they are not the intended targets
and may freely use proxies until those are blocked."
That's not what NOP said at the time of AB's RfA, and it presumably
was changed in large part due to the fact that so many people were
against what it said at the time of AB's RfA.
