It's a fairly expensive query to run (ever so much more than just
matching a single category) ... but I ran it frequently in the past to
help people populate the living people category.

Sure it's a lower bound, but I would be shocked if the coverage were
that bad. Manually checking with random page indicates the numbers are
about right, and certantly not your 90%. :)
