I did checkuser and whois on this and found the ip which is from a
provider in a major city and is used by many users. There were about
5 users, including one vandal. The block, from December 30 for 24
hours, should have expired. ips like this should only be blocked for
15 minutes or so. This user probably could have gotten in by
rebooting then trying to connect again as the ip would probably have
changed.
