I think it's a question of balance. Users who spend 95% of their time
at Wikipedia building the encyclopaedia, and 5% engaging in a bit of
silliness are of course fine. But users who spend 95% of their time
building their user page, chit chatting with others and collecting
autographs - those we can live without. And if those users start
interfering with the "good" users, something has to be done.
Anyway, hopefully the autograph page trend will die off quickly.
