I've stated this before several times, but for the record:
I am on both the Cyberstalking list and the investigations list,
having been sent invitations by the creators of both lists. The
first, in fact, began as an email conversation between a number of
Wikipedians and the arbitration committee list; as the discussion
continued, it became clear that a mailing list would be easier than
keeping the Cc: list correct, and would allow people to join or leave
the conversation as they wished.
You don't make it clear which list you are talking about for these questions.
User:!!, the one Durova blocked, was never discussed on the
Investigations list. He was mentioned on the Cyberstalking list, in a
post I did not read until after Durova performed the block (It's a
high-traffic list and I get a lot of mail). She did not say she was
going to block that user, and blocking was not discussed.
Having not discussed User:!! with anyone before the block (having, in
fact, not even known of their existence) I have not recused and do not
plan to. There is no conflict of interest here.
For that matter, I've posted to Wikipedia Review before as well. Not
with much of a successful result, I'm sad to say, but there we go.
