I hope this email finds you all well. I'm working as a freelance researcher and trying to figure out an answer or a tool that would lead me to an answer for the following questions:
1. How many citations exist on Wikipedia 2. How many of those citations link to a full-text version of the reference document?

Hi John,
At the moment, Wikidata is not the place where you will be able to find a comprehensive database of citations in Wikipedia.
These citations can be downloaded from other places: - https://figshare.com/articles/Wikipedia_Scholarly_Article_Citations/1299540 (only covering citations with identifiers such as DOI or PMID) - https://zenodo.org/record/55004 (only covering citations formatted with templates, such as {{cite journal}} or {{cite web}})
To estimate the full text availability of these citations, you can use the oaDOI API: https://oadoi.org/api
I encourage you to use the wikicite-discuss@wikimedia.org mailing list for this sort of question :-)
