Thanks for your detailed information, I have just attached a GIPBE(a year) to your account. Since the VPN IP you suggested is also blocked on English Wikipedia, you should request IPBE of enwiki separately. As long as your IP is not changed to a blocked IP on Wikidata, from now on you can edit on Wikidata.

The bottom line is that you want to edit on several wikis, including Wikidata, English Wikipedia. If so, you may be granted GIPBE from Wikimedia stewards. It doesn't matter if you use multiple IPs, at least to attach GIPBE to your account. It is sufficient to provide the VPN and blocked IP you are using.

Now that I've moved to China permanently (Wow the internet is super fast!), looks like I will need to ask for an Ipexempt since I need to use my VPN always when accessing any Wikimedia/Wikidata projects. I knew that this would be needed prior to my move, however, I didn't realize how cumbersome the Ipexempt request process might be in my case because of the VPN usage. It seems it asks for the IP address? but in my case it would need to be global, since the VPN services I use route me all over the world to get around safely and securely. Here's the error that I got when trying to Appeal... Seems like that Appeal page should include a checkbox alternatively to ask "Yes, I need global ip exempt since I will be using a VPN always" ?
