If we are talking about mass imports from Wikipedia that is a different subject. In my opinion they will have to be discussed individually, some of them will be approved (even if they don't follow the recommendation of providing a source), some other might face opposition. I agree that we need a community that participates actively in such decisions and that decides what is acceptable and what not.
I think such multilingual community is forming around the discussion pages in Wikidata, the several task forces, and the request for comments on properties, bots, etc. It just needs time and also the freedom to decide what is acceptable by itself.

It does not, but I don't think the aim is to collect all the assertions found in Wikipedia either. Remember that Wikipedia is not a primary source.
