I am working on a research project with my school and have a question.
I am looking for a research paper or other documentation (if it exists) on whether or not in 2016, do potential GLAM partners still have the same questions/objections towards working with Wikipedia (time, resources, releasing materials in free licenses) despite the major collaborations we do have.
I have run into this in Mexico, but dont know how much of it is a local issue and how much is a global issue.

While I don't have research, anecdotally I can say that staff turnover and competing priorities seem to be limiting factors for GLAM+STEM programs in Cascadia. Our GLAMs seem to be low priorities for financial support from government agencies, so GLAMs rely on donations (the priorities of donors can shift from year to year) and ticket revenue. My reading of their budgets suggests that none of their revenue sources are well aligned with assigning staff time to Wikimedia GLAM workflows. So if we want Wikimedia GLAM to happen here in Cascadia, we may need to find a way to fund our own Wikimedia outreach or GLAM person.
I had hoped that the University of Washington Libraries would be willing to train one of their existing staff in Wikimedia GLAM workflows, but so far that hasn't happened. I suspect that the disconnect between their budget priorities and Wikimedia is again the main reason why not.
