the IRC channel actually predates the Wikimedia Research Index project. It was originally created to support the activity of the Research Committee and we thought we could just open it up to host all research-related discussions.

At the moment we have a surplus of low-traffic wikis, mailing lists, and channels: not a good design pattern.
Have you considered using an existing, inactive channel for this? #wikimedia would be fine, and the cross-pollination of people not on this mailing list may be healthy.
