My name is Susanna Ånäs and I am active in the Finnish Wikimedia. Wikimaps was introduced as a concept by Maarten Dammers http://commons.wikimedia.org/wiki/User:Multichill/Wikimaps. The idea is to combine environments in Wikimedia to form a maps environment for scanned (historical) maps. I introduced the idea at GLAM-Wiki in London and I have my presentation slides on Sideshare at http://www.slideshare.net/susannaanas/glam-wiki-wikimaps.
A test environment is planned to be put up for testing for the Amsterdam Hackathon, more info to follow. Let's put up a Wikimaps page in http://commons.wikimedia.org/wiki/Commons:Wikimaps and gather material there (Feel free to start, I have not yet had the time :)

They use OpenStreetMap techniques (JOSM, PostGIS, Mapnik,...) to create a vectorize database for historical content and have now the first test system online: http://www.ohmap.org/?lat=47.6088&lon=-122.32834&zoom=15
I see a great potential if we can use OSM to reference historical maps , than historic-OSM can use these maps to vectorize elements and at the end we can use some of the elements in our articles (WIWOSM).

BTW: I hope we get really soon a decision from the foundation that we will have a full OSM database at WMlabs. We need it.

Do you know how to georeference scanned maps? I have plenty of scanned maps of Sweden that are out of copyright. A few are uploaded to Commons, http://commons.wikimedia.org/wiki/Category:Generalstabskartan_s%C3%B6dra_188... but there are plenty more. And I haven't taken the time to learn how to do something intelligent with them.

You might want to have a look at http://mapwarper.net/ That page looks like it can georeference and tile old scanned maps.
MapWarper http://mapwarper.net/ is basically the key option for the Wikimaps concept to do the georeferencing. There are others, such as the Georeferencer, http://www.georeferencer.org/, used by the British Library http://www.bl.uk/maps/ project, but the source code is proprietary, though heavily influenced by MapWarper 1. Should the development of the MapWarper be continued?
If one wants to install an open source GIS environment, the way to go is QuantumGIS, http://www.qgis.org/.
But I am by no means a GIS expert, instead a maps enthusiast.
