I'm afraid I did not catch that in the roundtable notes in
http://commons.wikimedia.org/wiki/Commons:Wikimaps/Requirements. GeoJSON
was mentioned in discussions. Another point made was the need for a
dedicated GIS database and related hardware.
More essentially I wish to connect people from Wikimedia and Open
Historical Map who want to work out the properties for defining places over
time.

Sounds like a good starting point for me.
If we have a well defined standard we like, we can implement it as a data
type in Wikibase (the structured data repository behind Wikidata).
