Why? The former doesn't need his authorisation if it's a derivative of
his work, so long as we're clear the original was freely licensed; the
latter, well, we seem to have accepted the correlation between RM and
the original uploader, so an OTRS permission would be excessive.
Nonsense! We must get people who kindly volunteer their time and IP to
us to jump through as many hoops as possible! Otherwise we don't know
if they're truly committed to helping us.
