policy, it's an imperfect description of policy.
Given that BLP was in effect imposed from above WP:BLP is a flawless
description of BLP at any given time. If you want to claim policy
describes practice you would first have to show community support for
BLP.

BLP?
Generally I don't see people citing BLP around me.
The page talks about "contentious material",
how that is
interpreted, however (and it's the interpretation that is the policy,
not the words) is as "negative material".
By people who rather miss the point of wikipedia yes. What of it?
