By resigning she took the moral high ground. Maybe it wasn't necessary, but I at least view it as an act of good faith.
Whether she was ready to be a part of ArbCom is a matter of speculation. It could be said that rash decisions may make her not ready, but that's something which is fixable over time.
"Heavy price" is somewhat hyperbolic. It has often been said the adminship is no big deal, and that unsuccessful candidates can still find plenty to do. Some could even say that thwarting her ArbCom aspirations would be to do her a favour.
