en.wiki doesn't accept images that are permitted to be used only on
Wikipedia, because our content has to be "free", "editable" etc. Then
why
would images that are permitted to be used only in userspace be tolerated?

Odd, the image has two contradictory license tags, and so does the
source.

But neither of the tags indicates a free license.
Apparently the French Wikipedia allows non-free personal images to be
used in one's own user space?
Does the Foundation really permit individual sites to make unusual
policies like that? Weird.

Well, it's CC-BY-ND, which isn't free by our standards, but use on their
userpage wouldn't be infringement by the terms of the license.
