Odd, the image has two contradictory license tags, and so does the source.

But neither of the tags indicates a free license.
Apparently the French Wikipedia allows non-free personal images to be
used in one's own user space?
Does the Foundation really permit individual sites to make unusual
policies like that? Weird.
