As I understand it, presumably because the account could be or have
sockpuppets without being detectable.
I don't believe this to be a strong argument. Perhaps there is a better
one that I am unaware of.

It's a very simple matter to create and use sockpuppets if editing
with open proxies are allowed. The second you create one you are
"logged in" with it.
