Given the number of de-facto inactive admins we already have I don't
see much benefit in that approach.
1. It would reduce the harmfulness to the community of the present RFA.
2. "De-facto inactive admins" do not harm the project.
3. We could probably use more admins who are merely reasonable,
mop-and-bucket people, without limiting ourselves to those
zealots and maniacs with the fortitude to navigate an insane
gauntlet.
(Who was it who said, wrt politicians, that those who most
ambitiously desire power are the last ones we should give it to?)
