There's no effective technical solution to a bad thread. You can't really ban a thread. A much better solution is what charles.r.matthews did: draw attention to the fact that thread is stupid, and ask people to drop it. Anyone can do that.
The most effective solution for dealing with a bad thread is the onset of boredom. Eventually they all come to an end.
