Last I heard, being fingerprinted by the State of California (or, indeed, any American state) was a Bad Thing, and certainly didn't entitle you to special status (well, unless you consider free use of a taxi at certain times, and if you're really lucky, free room and board for consecutive lifetimes, to be "special status").
AIUI, there are some email addresses that would give even the police some difficulty. But a gmail email address (seein' as they're *so* concerned about privacy ...) combined with, I dunno, *using your real name* and being *completely open about who you are* would surely not be such a mean feat. Phil S, if by some miracle the cops give enough of a shit about Julie to come knocking on his door, is not going to scream in shock and explain: "I never thought you'd be able to track me down! I'm sorry I accused her of taking crack instead of calling her a psycho!"
