We can't rely on the common sense of uploaders. Many editors, not neccesarily new ones, have no clue whatsoever about copyright as is shown by the vast number of copyvio images circulating the net.
Recently there was a question about someone who wanted to post another image in an article on anime animation which already included multiple images. Any more would not illustrate the article any better so including it would be a bad idea.
To actually have smart/good decisions made and enacted, we need to enlighten as much people about the existence and finer details of copyright and fair use.
Take for example [[Nicole Kidman]]. One fair use image to illustrate who we're talking about is okay. Having an entire gallery isn't. Maps, don't use Google Earth or commercial maps, there's an entire team for free alternatives.
We shouldn't rely on the completely clueless when determining rules and actions with regard to copyright.
