Looking at that category now, I see a number nominated under CSD A7
which do assert notability:

*
http://en.wikipedia.org/wiki/Dayton_Visual_Arts_Center "DVAC is an
important part of the Dayton culture community"
All deserve to be deleted speedily. All assert notability.

There is no rule saying that only admins can visit that category.
