I didn't comment on it before but I'm pretty sure we've already tried a replace this fair use image notice.. and I think we found that it was ineffective while simply removing the images was more effective. I'm sure someone else can chime in with more data.
As far as PR goes... The fair use issue is mostly "sausage making" which is intersting to us but not interesting or even confusing to outsiders. If I understood Jimmy correctly, this is the kind of template that would in *after* the fair use image was removed, trying to get a replacement, not a template that goes under a fair use image saying we need a replacement.
