It seems to me there already are. I don't believe fr.wp restricts anon page
creation, for instance.
Each Wikipedia makes its own rules. Es, for example, prohibits image
uploads entirely. While certain policies are non-negotiable (NPOV,
mainly), each project is free, as it must be, to come up with the
policies and procedures that work for it.
The German experiment is very interesting and I hope it works for
them. I'm sure the results of their experimentation will lead to much
discussion within the English community as to whether English should
use this feature once the devs make it available to us. But I think
that discussion should mainly wait until (a) an implementation exists
(right now, it's not ready for prime time; Brion has some more work to
do on it) and (b) we have some data from the Germans on what does and
doesn't work in their community, so we can not waste time discussing
in a vacuum.
