Instead of adding a major burden to admins deleting images (which is something that needs to be done; I'm fairly sure there are large backlogs), and slowing them down, and aggravating them, why not simply fix image deletion's permament deletion?
Speaking only for myself, if I had to archive images on my own hardware, and manually, everytime I went to CSD and deleted some images (or used Gmaxwell's list, or went on New Pages patrol, or...), I'd probably simply stop deleting images, since there are many other equally worthwhile but easier things to do.
