This is one area where I tend not to assume good faith without evidence. How do you know this anonymous user is really Geoffrey Philp? They should email permissions@wikimedia.org from a geoffreyphilp.com email address or from the email address mentioned on that website, stating that they release the work under the GFDL (http://en.wikipedia.org/wiki/GFDL). An alternative would be for them to make a note on the website itself that the content is GFDL.
