There's was a poll at
http://en.wikipedia.org/wiki/Wikipedia:Per-article_blocking and only 6%
oppose per-article blocking (84% support and 10% are neutral). The last vote
was cast over a month ago, so I think we can accept the results are being
pretty conclusive. At the very least, this should be put into trial use as
soon as the code is working.
