I can think of some cases where this would *not* work, eg. when pages are rearranged to create primary disambiguation pages, not only are redirects needed but disambiguation as well. We have Wikiprojects to deal with both of these; finding and fixing double redirects (and links to disambiguation pages) is something that is best left in the hands of human editors, because software can get it wrong.
