This appears to be a bug due to semi-protection (see

eight hours ago. If you could provide some information on the Bugzilla page
that would help it become cleared up.
This is a misunderstanding. The words you quote were written by me
before the inception of semi-protection,and currently there is no
NOEDITSECTION directive in the article and, although it is
semi-protected, I still successfully edited a section of the article
from one of my alternative accounts, User:Tasty monster.
So the problem of section editing has gone away.
Also the rise of vandalism on that article seems to have halted
somewhat, though this may be due to local factors. In any case who
care about vandalism on this article, it doesn't affect the final
product as long as normal editing is not hindered.
