"Explicit" is majorly POV. However, it would be possible to have NPOV labels like "bare female breasts" and "human blood". There's been some discussion at http://meta.wikimedia.org/wiki/End-user_image_suppression .
You're right -- I realized there was some POV there, but didn't realize just how much, until Karl explained why on the other thread. In my reply to him I said something along similar lines to what you seems to be suggesting.
