How about this:
* [[category:Stuff]] shows the link to Category:Stuff like it does on
test.wikipedia.org
* {{category:Stuff}} shows links to all pages *within* Category:Stuff in
some floating box
Then we could see where it makes sense to add the {{}} variant, for each
case.
The problem is the "we could see", because who would decide that? Look at the
Belgian mathematicans mentionend before: While at least many people would
probably agree putting all mathematicans with {{}} into the article would make
some sense (although that is a rather large list), some Belgian people might
feel that *all* important Belgians should be listed via {{}} in the article,
too. And boom, a little edit war. Not to mention the possibility of a
Belgian-American mathematician who also was an astronomer and a painter. Five
plain links via [[]] or five long linklists drowing the article via {{}}?
I really think that there is little reason to make the second option available
at all, but a lot not to do it.
BTW, while debating categories is certainly important, we should not ignore
the box problem that the Wikipedia is having right now!

Then why is there no regular meeting scheduled in Cologne? We can't be the
only ones! ;-)
