Yes, and didnt it work?
No it didn't work. There was no nuclear war, but there were plenty of fair
sizable non-nuclear wars -- the US in Vietnam and the Russians in Afghanistan
spring to mind -- and the number of civilian casualties (sorry, "collateral
damage") runs into millions.
