2. As for the "current name" issue, that comes under the category of usage.
Let's deal with the first issue, first. After the conversational tone gets calmed down, we can start to deal with the more complex issue.

How do you suggest we perform 1.? I wrote on his Talk page that calling other users Nazis was not in the spirit of Wikiquette (though I did also throw in that it could lead to his being banned), and he said that in retaliation he was going to change every occurrence on Wikipedia of a Polish city to its current name. I've tried to explain that it's like calling the capital of New Netherlands "New York" instead of "New Amsterdam", that we need to consider the historic context, but he isn't listening.
