Yes, I spent some time checking this out too. Mongo blocked him improperly on two scores, he had not actually broken 3RR and Mongo was himself disputing the edit. But Striver is a rather vigorous troublemaker, see

So far opinion seems to be that MONGO blew his top and blocked in a dispute he was involved in, but the user has been so odious no-one is getting very upset about it. This edit in particular was enlightening:
