if MNH comes back on 2nd October and starts doing the same stuff again, will it take another few months for this to be acted upon?
In Wik's case we had a "parole" ruling authorising sysops to implement 24 hour bans in certain cases. Such a thing may be done for Mr. N-H (and Irismeister, as it happens) - the "certain cases" being personal attacks and similar unpleasantness. Would this resolve your concern?

Very much so, thank you. Particularly as (1) MNH has been trying to edit quite a bit since his ban (see [[Special:ipblocklist]]) and (2) User:Plato said on IRC #wikipedia last night that MNH intends to come back and start where he left off as soon as his ban is up.

MrNH needs to understand that his ban clock will be reset each and every time he attempts to subvert the ban order. He may end up effectively permanently banning himself (if this keeps up, then the AC may just rule that way and be done with it). I'll leave a message on his talk page.
