Islander is an admin, as well. I don't disagree with the notability guideline in most respects, but I wouldn't call it a "core policy." The fact that the guideline is different everyday should be the first clue against core policy status.

My own slightly whimsical observations about the "notability" guideline have appeared elsewhere on this mailing list[1].
All jokes aside, I will concede that the "notability" guideline does make sense when taken at face value as practical advice for addressing potentially complex issues of Verifiability, Neutral Point of View, No Original Research, etc. (which ARE core policies) rather than as a fuzzy set of rules that can (selectively and subjectively) be construed to justify just about anything[2].
