No, Daniel, sometimes people are trolls just because they are trolling. Rather than listen appreciatively to an alternative perspective, they stick their heads in the sand and repeat over and over and over that "You are only picking on me because I am in the minority."
That's certainly something we should always be on the lookout for. But sometimes people are in the minority because they are behaving badly, assuming bad faith, and generally not listening to otehrs.

My definition of a troll is one who creates drama for drama's sake. His own beliefs are irrelevant as he is only there to piss people off. We have another term for the person you describe. We call him a "dick". On Usenet he would be called a "kook".
It should be noted that it's possible to to be a detractor without being a dick/kook. Behavior and personality separates the 2.

Dan, you know I generally agree with you on the badsites issue; however, I don't see this as at all analogous. Having had a fair bit of experience with links to the Post Chronicle from a couple of the more gossipy articles I watch, these links were often added insidiously, replacing "real" references. Almost every link I saw in the half-dozen articles where they kept popping up was some editorialized press release, full of prices and links to purchase.
This actually is a bad site - from the encyclopedic perspective, not the user protection perspective. Although some of the pages involved are archived, it's now possible to blacklist this website without messing up any pages. Further, the links were only denatured, not removed outright.
