This was sent to internal-l (the chapter-Foundation list), but Arthur asked people to forward it elsewhere.
Note the bit where you can mark your test donation not to actually be taken :-)

Hi!
Due to a high volume of fraudulent transactions during past fundraisers, the Foundation is working to implement new fraud prevention measures for our credit card donation system. We are looking for people outside of the United States (particularly in Egypt, Indonesia, Lebanon, Morocco, Macedonia, Nigeria, Pakistan, Romania, Ukraine and Vietnam) to help us test and improve the system we are putting into place.
In short, one of the systems that we are using to help detect fraud compares the geographic location of a transaction to the billing information for the credit card with which the transaction was made. There are some things that the system weights heavier in assessing whether or not a transaction may be fraudulent, which includes the country in which the transaction is made. If the originating country is considered 'high risk', then a transaction has a higher chance of being considered potentially fraudulent.
Because of the international nature of the movement, we are particularly concerned about false-positives - accidentally turning away legitimate donations. To help us prevent this, we need to see real, live data of how the system handles legitimate transactions originating outside of the United States. So, we are asking for people to help us out and making a credit card donation to the foundation (the amount can be as small as you want), which we are happy to refund if you would like.
To help us out, go to: http://wikimediafoundation.org/wiki/Support_Wikipedia/en Enter in 'fraud score test' as the comment (or 'fraud score test, please refund' if you'd like your donation refunded). Click on 'Donate by credit card' and then fill out the form that follows.
If you have any other concerns or feedback about the credit card donation process in general (about the form, the user experience, etc.), please feel free to make them known at http://meta.wikimedia.org/wiki/Fundraising_2010/Credit_Card_Donations
If you have any other questions, please feel free to contact me.
