It seems to me that is vandalism as it is a violation of wikipedia integrity and changing
signed comments. Their changes in meaning have implications for my writing.
They appear intent on continuing, and nothing has happened on my report of severe
vandalism due to the changing of meaning.
If the process really works this way, it seems unfair, as if I am just refining their
charges. They can try out ones that they would like to make, and then, if I do the
research and refute it, they can just withdraw it and try another one.
Is there a place where more specific rules have been defined which address this issue?

As I understand it, it is a blockable offence to change another's
comments. Do you have a link to the appropriate page?
