I've seen PRODed redirects in mainspace - I think that the point is "only PROD mainspace objects", not literally only articles themselves.
Admins tend to boldly speedily delete redirects rather than PROD them, but users should be able to PROD them.
Do not sweat over the word of policies and guidelines. What counts is the spirit. People often use {{prod}} like {{db-self}}
