I've got other reports of no problems accessing the site from the UK.
There are three reasons you might get a 403 from our squids:
1) "&" in your URL (tends to produce infinite link loops that broken spiders follow)
Doesn't appear to apply.
2) Missing or blacklisted User-Agent header
Could be something custom in your browser or proxy configuration.
3) You're connecting from an IP address that's been blacklisted due to abusive spidering
Not knowing where you're coming from, we can't really check this. :)

Hitting reload on the error message, I get lots of different servers knsqXX.knams.wikimedia.org (XX being a number) so it seems to be something systemic and not just a bad cache.
I'll just use the secure site for now ;-)

Probably a remote bot (they consume _no internet bandwidth_ when they are local) that was not going through an account, much less was it following rules in [[WP:BOT]]. If it is still operating, (maybe the operator took a hint and did some research), then during the next power failure, you might find yourself with a blocked number. If it is *not* operating, and your ISP's admin was not clued in, then again, the story concludes with some specific IP#s that can be unblocked -- tentatively. Ask your service provider, as well as a checkuser, if they know anything about it. Start with the talk page for your _previous_ number and abuse@localhost (that domain name actually works on a shell account). Then again, if the number was blocked for spamming, the usual motivation, then the trick for your admin is catching someone in the act (or just knowing what to look for in logs). _______ Nothing happens until you call for attention from the operator, and you will never like what happens when you call for attention from the operator.
