The IP 62.252.192.12 is a transparent proxy server, owned by the UK cable company NTL.
It is presently blocked by Jayjg: Autoblocked because you share an IP address with "JonGwynne". Reason "violation of 3RR".
Could someone unblock this IP please?

It says clearly on that IP's user page that it is a known proxy - why do admins persist in blocking anyway?

If it's an autoblock, then it wasn't done on purpose.

Because what gets blocked is the username - the IP is then blocked next time he tries logging in. This is effective against violators on fixed or dialup IP numbers, but is not so good when the IP is a large ISP proxy. An exceptions list may be useful for the blocking code ...
cc'd to wikitech-l - is this reasonably easy to implement? Anyone got any time to do so?

An exception list sounds like a splendid idea.
In the meantime, could someone remove the block?

Apart from the technical fixes which are being addressed in other replies, I'd like to ask people with experience of this whether the IP autoblock is visible to the admin when he blocks a user. If so then it's a good idea to check [[User:<the autoblocked ip number>]] and [[User talk:<the autoblocked ip number>]] to see if it's noted as a shared proxy, and then lift the IP block if it is. Not being an admin I'm not sure if is feasible with current software and configuration on "wikien". If someone confirms that this *is* feasible, I'll write it up as a guideline for admins and link to it from the blocking policy (as a See also) and from the Admin noticeboard.

No, admins don't get to see the IP of logged in users - the block only shows in the List of blocked IP adresses... and there only as a reference number, not as a checkable IP.
It's also not implemented at the time of the block, but only when they return to Wikipedia after the block is in place.

No - admins can't see a logged-in user's IP or even ISP. This is considered a good thing, to avoid harassment for unpopular opinions and so forth.

No. When you block by name, you have no idea which IPs they're using. That's part of the privacy issue. Sysops are not allowed to know the IPs of logged in users.
