Was reading around and following a link to the German Wikipedia, where
they have this policy:
http://de.wikipedia.org/wiki/Wikipedia:Sei_grausam
This translates roughly as "Wikipedia: Be cruel".
The Google translation is hilarious, but the gist comes through:
http://translate.google.co.uk/translate?hl=en&sl=de&u=http://de.wik…
Larry Sanger's quote is horribly mangled in translation back to English, though.
Is there anything like this page on the English Wikipedia?

That isn't a policy. This is the list of the German Wikipedia policies.
http://de.wikipedia.org/wiki/Wikipedia:Richtlinien
Their structure is different; this is roughly on the level of
Wikipedia:Assume no clue.

I wrote Wikipedia:Throwing in the towel a while back that has some
similarities, but could probably be extended better. I think knowing
when to quit is an important part of consensus building.
With all due respect to my friends in de.wp and speaking purely as a
community member, there are some valid points in the essay, but a page
title like "Be cruel" is IMO inherently unhelpful to our objective to
be a friendly and welcoming community.
