In what way? I can see there's a cookbook on Wikibooks, so if I wanted to write a recipe I guess I would add it there, but what if I want to write just a single howto on something I found out (say, how to install something in Linux)?

A Wikipedia article is fine for that. I believe that Jimbo expressed himself on that vision back in the times when Larry was still around.

Just create a software howto book and stick it in there as one of the chapters.
