I am not sure if there is a bugzilla report for it. But keep in mind that you must have Foundation-wide community discussion before such a change takes place. Either way, Brion knows about it and I am sure VoiceOfAll will bother him with it.

That would seem to make Oversight a bigger deal than it ought to be. There are a number of things one might not want every admin to be able to see, but which one might want to keep accessible to ArbCom, etc. : (
